Just re-enable it on non-EU servers.

There is no reason for the rest of the game to be halted because of something that affects 1 region.

Most people do, most likely.

I'd rather just keep it off entirely. It goes against their own stated design philosophy of encouraging players to take breaks from the game if they need/want one. It wont even fix the supply issue, it's just an empty gesture. The only exception I would make is for empty plots, those should be auto reliquished if there is no house built on them soon after winning it. To accompany that I think the price to build the house itself should be included in the price of the plot to avoid confusion.

Re-enable it on EU servers as well. Anyone who has been unable to play in the past 6 months is not likely to come back soon. It's unreasonable to save limited housing for people who might come back in a few years or never.
