To try and clarify: Your 1.XX characters will not be wiped, but the progress you made in the 2.0 beta will be wiped. Since it is a beta.
We are going to be the beta testers we get a few months of gameplay for 2.0 before it goes live for the ps3. All our chars get move to the new game and we beta test that too they ready to release it for ps3.
By definition, a true Beta is an initial trial program. FFXIV started with a true Beta in what... 2010? I don't really remember. Anyway, a major upgrade/update/change is not a true Beta. Why they chose to call it 2.0 Beta is curious, but as I understand it this is not a wipe/restart, just a major upgrade.
There is a possibility that FFXIV 2.0 Beta will require testers to log into another site and create new characters to test the new program... not touching the game we are currently playing.
But they don't call it an beta. Unless you mean the PS3 version

To answer the OP's actual question:
For the PC version, there has been no upcoming beta announced, and I'm pretty sure there isn't going to be. For the PS3 version, they have not said one way or the other about whether or not those beta characters in the closed PS3 beta will be wiped. I'd be interested to hear an official response.
There will not be a wipe of anything.
