As far as i know there isnt any rp server in ff14 so they have as much right to be there as any other player type
On my server there is a old highlander dancing in underwear near the aeterite, has been there everyday for at least 2 year, i see no problem with it, i actually think its funny

Probably shouldn't advertise your use of a naked mod since it's impossible for player characters to appear as naked to you otherwise.
If they're doing things that violate ToS, open a ticket to report it. If they're not, try growing up a little.
The smart thing to do is ignore them. They're doing it for the attention they're getting. They'll disappear after a week or so when people stop reacting to them and they get tired of their little games.
If they're bothering you don't hang out on Steps of Nald. Go elsewhere. If you have need to go to Ul'dah for a specific reason, you can always teleport to Black Brush and enter through the Gate of Thal since it sounds like they're primarily running about Steps of Nald. If you need to get to Immortal Flame HQ, approach from the Coliseum side instead of the Aetheryte side if you don't have the Flame Aetheryte Ticket.

As for ERP, I've seen worse on Aether than I've ever seen on Balmung. Sounds more like people are trying to divert attention from the degeneracy happening on their home data centers.

That has been a LOT of people's reactions to things like Bozja, Eureka, the housing lottery system, and probably even PotD and HoH. When each of those were new, there were threads about how terrible they are and how the people behind each should be fired. Most of it, I feel at least, was because the people calling for the termination of devs didn't actually understand HOW to play that content.
We saw this exact same complaining when World visit opened. Chill, the rush will be over soon. You people can't put up a billboards then expect no one to turn up now, can you?
