If everyone decided to take advantage of the system as you do, the purpose of having FC wards would be completed defeated and even genuine FCs would have difficulty getting a house because there are simply not enough. It’s a good thing not everyone is keen on abusing the system. SE should have stricter criteria with requirements such as 5 members from 5 different accounts (instead of just x number of characters) and some minimum activity by more than one account (not 6 at one time as OP is suggesting that would make it very difficult for legitimate small FCs).

I swear these housing ideas just keep getting worse by the day.

Yes. They should get a personal house instead of pretending to be a FC.

I am in a single Fc and I exist ........ I have 4 alts that power the Fc and I play all of them everyday. If people are not active as I am I think they shouldn't exist.

Absofrigginglutely not. You don't need 6 people to enjoy an FC. I never have more online anymore now than 4 because people have stopped played. And my level 30 FC has been around and had a house for six years. If we're getting into talk of what FCs are entitled to exist, then my small FC has a lot more right to exist than any new FC that auto-invites people for numbers. This is not the way to stop shell FCs because not every small FC is a shell FC.

Getting absolutely sick of people suggesting that the privilege of having an FC house in this game belongs only to the most elite of FCs who have an arbitrary number of "active" members. Can't wait for even more "leveling" FCs that spam invite sprouts and Free Trial players who can't even join, force them into the FC, and hoard the house all to themselves while giving no other members rights. That crap already exists.

Do something about "shell" FCs. Stop screwing over people who did nothing besides exist in a small or dead FC.

You need 3 members to create a FC. I think the necessary change is to enforce three active members for the continued existence of the FC. 6 active members might be a bit much for the average friend circle.
