The best way to accomplish this would probably be to add another exterior slot (like you use to replace walls/fence/etc) for the ground of the plot. This way they could add all sorts of things to replace the default grass; snow, sand, a flowery meadow, overgrown weeds, plain dirt, gravel and whatever else people might want.
