I don't find it too bad as-is for CC but in Frontlines especially I find it a pain to use.
I'd suggest moving the heavy effect to Chainsaw + Analysis, which also gets rid of the weirdly cheap 3% instakill. Bioblaster + analysis would then change Bioblaster from a cone to a blob fired at your target. Maybe 15/20 yalm range, with a small AoE centred on the target.
There's some tradeoff here as to whether you go in with a wide cone and dot a bunch of people, or hang back and catch fewer people with the dot, but you can keep your skill rotation going.
