For consistent performance in extremely crowded areas this game is highly CPU bound, far more so than the GPU unless you're running heavy amounts of reshade at least.
Jumping between a Ryzen 3800X to a 5800X sees a jump of over 30%. Afaik the new 5800X3D is a similar leap again.
GPU wise the game generally appears to favour Nvidia a little, new at that price is tricky though, the 3060 is barely faster than a 2060 super. If you're playing at 1080p I'd look to see if you can find a good deal on a regular 2060. If you can save a good amount of money vs a 3060 that's a solid route to go. Otherwise see if you can stretch to a 3060Ti. It's a substantial leap over the regular 3060.

What's your monitor? That,d probably be a deciding factor..
If your using a 1080p display then spending to much on a better gpu would be a waste. You'd never see the performance increase.
But if your running 1440 or higher then the difference newer gpus make is much bigger and more noticeable.

RTX 3060 runs the game fine at 1440p with max settings. I have it capped at 60 FPS because my monitor is 60hz + the game apparently has animation issues above that framerate + the fans are already loud enough as is in the city-states. Only notice slight FPS drops when there are a hundred people attacking or when Seiryu whips out that GPU-killing tidal wave.
