Flourish and Fan Dance IV might be okay as a single press, but Devilment is an Ability and Starfall Dance is a Weaponskill. Changing Devilment to apply its buff and also perform Starfall Dance's attack would call for a considerable reduction to its damage to account for it no longer costing a GCD.

Making Fan Dance IV and Starfall Dance use the same buttons as Flourish and Devilment would be sufficient to the goal of reducing buttons.
