They're never going to say it's okay to use it. I think part of the problem is because those plug ins aren't available to console users and so effectively form an advantage for PC players, just not an advantage in combat oriented content (which is what most players are concerned about).

Rather than say "it's okay to use the plug ins", wouldn't it be better if they would start incorporating the plug in features into the game so all players would have access instead of just those willing to break TOS?
