It's not about house, it's the FC chest that's available to access on each main city. Kugane has one, Ishgard and Sharlayan don't have it yet.

My original response was to the person saying that Ishgard shouldn't get a chest, because they want the plot winners to not have nice things. The plot winners don't need an open access chest, they have a plot they can put one on.
