Hope this helps!
1) Check your complete quests, make sure "In Nature's Embrace" is done.
2) Same general idea; check "Sylph-management" is done.
3) Make sure your job stone is equipped
4) Check for a quest text under the MSQ quest; click it and a map will appear to direct you to the NPC. On the odd chance you already accepted the quest, etc.
