I don't really think you believe that or know that will happen. Because CC could be easier for other groups than what AV is and the opposite way. Not only that, but currently there is a 15 minute cool down between the two so you can go from point a to b instead of standing around in that 15 minute cool down. I doubt either of them would be neglected. I also think that Darklight was meant to be rare so per token it would have to be a high count. You could also make it to where you could only exchange tokens like AV token for AV Darklight items. While CC token for CC Darklight items and don't forget that AV and CC have different items you can obtain.
