or just scapegoat for merger lag

That's a confirmed bug not caused by lag.

I haven't had much lag and I came back before the "Welcome back Campaign" even started.

Must be your ISP... :P the only lag i had is when my chat log goes lag and i can't communicate with anyone... ;_;

I'd say lag (though I haven't noticed anything different, then again, Aegis has been full for awhile) would be the least of the problems in terms of everything wrong with the welcome back campaign.
