I highly doubt you're gonna lose your account to using mods unless you're the type to go around Limsa screaming your head off about the mods you're using. Game itself can't detect it.

The game already has a hilarious amount of clipping. My hair clips through my gear, my weapon clips through my gear, my gear clips through my gear. They've started chopping off Miqo and Au Ra body parts instead of just letting them clip, and as much as I get that the last couple years have been rough for basically everything, there's no world where that doesn't start to feel kinda lazy after a while. It seems like it's just the easiest and probably cheapest solution to a problem they apparently have no plans of solving, and it sucks that the answer is apparently "delete things that clip entirely" and not, y'know, just letting people choose how much clipping they can deal with. Assuming actually fixing the clipping isn't on the table of course, which it seems like it probably isn't.
Actually they have very little clipping, and most get completely fixed. That being said you shouldn't be encouraging modding here. You should be asking SE why they can't implement it when outside parties seem to be able to easily replace and modify textures. I want members of the staff responsible for gear to actually give a detailed, thorough explanation of why they can't replicate or otherwise remedy this process officially.
Very little clipping compared to what? My current glamour clips with itself. My Hroth friend can't wear high collars because his hair clips through all of them. Several of the Viera hairstyles clips through their shoulders even in an upright idle pose. I'm constantly changing hairstyles and shuffling outfits around to minimize obvious clipping.
Like don't get me wrong, most of it is pretty minor and something I can overlook or ignore, but that doesn't mean it's not still there. The very bad, very obvious, very egregious clipping is what's rare. Like that princess dress that eats people when they sit down lmao
I'm also not actually encouraging modding. I'd just like SE to loosen up whatever standard they're using to decide how much clipping is too much to give these two new races more options, and I don't think clipping is a great excuse when they already allow a fair amount of clipping.
Modders can turn around an item like the clown's hat so quickly because it's literally just a checkbox in the item metadata to turn it on or off for viera/hroth, plus another checkbox to hide viera ears or not.
The main issue has always been that Square never made hatted versions of the base viera hair textures, so they all clip horribly with every hat that doesn't hide hair. As to why viera can put on the lvl 83 dungeon hats and the RPR artifact hat, in case you might be wondering. (Something some industrious modders have also created/added)
There are steps they take to reduce it, such as alternate legs and sleeves to accommodate gloves and boots, etc. etc. I guess if you consider the sheer amount there could be there is very little. Some games they don't even try to make boots work with pants.
But there is still a lot, especially with hair, for every race. If you want to have a variety of glamours you need to compromise on what Hairstyle you use, or live with a certain amount of it. So when people say they aren't giving Viera and Hrothgar hats because of clipping issues, it makes me wonder what exactly their criteria is for acceptable clipping. They obviously don't have a zero tolerance.
