No legacy tag?

Easiest way is to check your SE management account. It would say next to your service account whether you are legacy or not. Also, if you log in to game, on your character selection screen, there would also be an icon for legacy in the top left corner.

Oh~ Looks like SE allready implemented my idea but in a different way. At least it's marked on your character screen.

All you have to do is pay for 3 months It doesn't have to be a continuous 3 months. If you have paid for a total of 3 months since subscriptions started you are a legacy member. I thought it was pretty simple to understand really I don't know why everyone is so confused.

It's cumulative, not consecutive.

I paid for jan, feb and april and got my mail yesterday.

I didn't receive my Legacy confirmation email yet, but I got the Legacy logo on my character selection screen though.

Check your SE account to make sure then. Check under services, then click on Final Fantasy XIV. There should be at least one service account of FFXIV that has the legacy icon next to it if you are applicable.
