Depends on statistical difference really. Grand Company chocobo could be the first one, then after that you'd have to start breeding at an NPC stable for the next, after which you can breed your own. Really need to know more about the mount system in 2.0, but the whistles don't mean this isn't possible.

They've already said that raising Chocobos will be put in. It was stated before we even got Chocobos.

Just because you didn't raise a chocobo from a baby doesn't mean you can't get attached to it. It's like saying you can't get attached to a dog because it came from a shelter instead of raising it since it was a puppy.

There are people that just enjoy that kind of thing especially if they add stuff like increasing movement speed/defense/etc and especially once they add chocobos as battle NPCs they could use breeding for altering stats, moves, etc. Even just letting you get cosmetic differences with breeded chocobos is a huge incentive to raise one.

Different chocobos will be better at different things, though I'm pretty sure they said there wouldn't be a 'fast' chocobo, because then everyone would only want that one. I'm not sure if that is still the plan...we'll see.
