Honestly I think they should have implemented a bonus more rewarding then the current one... if I took the time/expense to find 4 HQ items for a HQ synth I would not normally expect to start with a 0% chance of HQ ??? as it makes no sense...
At least let it start with 15% chance of HQ and lower it depending on the % of HQ items per synth
eg. 75% (or more but less then 100%) of your ingredients are HQ =10% chance to start with.
Because really... what sort of a high ranked crafts person buys excellent supplies only to create the usual blah?
