I think you might have missed the part where Iscah said she is from Australia.
While Australian players are required to use EU licensing, they're still limited by policy/laws/regulations specific to Australia. Some payment methods aren't available, and there's all sorts of FF merchandise they cannot buy direct from the SE Store even if it appears on the EU store. They have to go through third party vendors that will purchase the item on their behalf then ship it to them (usually at crazy price mark ups).
Something similar could be happening with the OP as a resident of India.
