Ye it's so strange I can't even start to see the reason. Like the sets are in game.just add them. Or make this one a lvl 1 glam for all. This devs miss so simple things all the time it's look intensional.

Are you thinking of the clawed toes or the high heels? Only the casting and striking sets use the "beast foot" design; the others have high-heeled boots.

I'm planning on getting things primarily with the clawed toes and my current shopping list is:
- replica Sky Pirate fending and maiming boots
- Warg shoes for all classes (DPS model is digitigrade)
- Mythrite sabatons for heavy armour
- ARR various "scale greaves"
- some of the PVP "Beastliege" sets (there's also the Behemoth sets but they look funny)

Only way to really know (afaik) is to check every zone and see if you have a quest icon that looks like this.
