So if the Garleans hate primals, why did they summon Bahamut?
The Garleans did not summon Bahamut. They brought down the artificial moon Dalamud, which was built by the Allagans to contain Bahamut thousands of years prior. Almost nobody involved had any idea that the moon was a prison for Bahamut and the general intent behind Project Meteor was just to wipe out most of Eorzea by dropping a big rock on it. Although Nael Van Darnus, the Legatus in charge of the revived project Meteor at the time was in fact tempered by Bahamut and trying to bring the moon down out of religious fervor.
Op, again, questions are welcome… but you are asking for spoilers- a lot of your questions boil down to “just read the wiki”, or “just play the MSQ, it’ll answer that”.
All you are really asking us to do is google the wiki and copy paste your answer in, when you should be encouraged to do that yourself.

You are essentially asking “why does Gollum care so much for that ring?” upon first meeting Gollum in The Hobbit, without reading the rest of The Hobbit or even starting The Lord of the Rings.
So how is it that Ysayle can turn into Shiva?
I feel like they explained it in the story but I still don't really understand how. I am now at Ravana storyline.
So is Hraesvelgr omnipotent? Like is he right about Ysayle? Telling her she's created her own version of Shiva and she's not the reincarnation of his love? Because didn't Hydaelyn give her the visions/power? So wouldn't that mean that Hydaelyn is wrong?
Ysayle's visions of Shiva come from Hydaelyn's blessing, but that doesn't mean that Ysayle is correct in assuming that she was given the visions because she is Shiva reborn.
Ysayle has invented her own idea of Shiva based on the visions, then summoned it.
Also, Hraesvelgr doesn't need to be omnipotent, he just needs to know with certainty that Shiva's soul is within him and therefore cannot be in Ysayle.
