On a guess, because swapping an event in and out again immediately before bringing Endwalker live would be a logistics and maintenance nightmare on the server side. (Plus, I strongly suspect they're in bugfix-only mode on the Shadowbringers codebase at this point, so any new development -- including new event quest content -- would likely go into the Endwalker branch of the game.)
If Endwalker launched this summer, on the usual schedule, I imagine they probably would've put the event in the usual spot. Bumping it to after Endwalker's out (and they've had a couple of weeks to make sure the servers aren't, y'know, going to catch fire or turn inside out or anything) and making it the first event of the new expansion makes a lot of sense from a dev-ops perspective.
I'd rather they focus on more important things...
Like... you know.. the expansion.
then this is why there no new one as well.
All Saint's Wake is not "Halloween", nor All Saint's Day, nor Samhain.
In Japan, celebrations are held throughout September and October, not just on October 31st.
I personally want the development team to spend more time completing Endwalker before launch, and will be pleasantly surprised by whatever event they hold for All Saint's Wake.
Is it later than usual? Obviously, but that sure beats not having it at all.
I'll allow it's an odd time but they've been delayed on stuff and they're catching up. I'm ecstatic we get it this year. I don't really care when it is.
Plus not everyone will be playing the expansion, so it's something nice for them to do at that time, too.
This way new players joining for the expansion won't miss out on the fun.
