I'm always giving tips and what not to help people in dungeons and have never once been flamed. I bet the people trying to give the tips are doing in a tone that doesn't seem very pleasant. I have seen that before.

You'll meet the occasional person who reacts "badly" to tips or suggestions, even very mildly stated ones like "Does anyone need a rundown of the mechanics?" after a wipe or "we should prioritize the tethered mobs, they can't be tanked" on Amaurot.
I will quickly say this is a rarity.. but they exist.
However if you're being rebuked for your help all the time.. yeah.. maybe you're not being as nice as you think?
I think it would be asking for more toxicity just to cater to vets that want all their roulettes to be fast and easy or new players to stop and enjoy the dungeons, both of which seem to be extreme outliers already.
PF already allows a way to do this and bad runs are really rare in the first place. I'd rather SE spend time on replacing level sync with some kind of damage sync to make roulettes more interesting.
Would be great for players actually putting in a slight bit of effort. Unfortunately, many players don't actually want to play the game, and want others to play it for them. Players are the lower end would then have trouble clearing content, and would probably be bad for the game overall - in terms of player retention. I don't think this is the answer for this.
Pretty much defeats having a Duty Finder if it's going to be cut up into different queues. Party Finder exists if someone wants to set the parameters of their run.
As to the helping people conversation, I've helped people now for 7 years in the game and haven't spent a second in jail and rarely get flack back. Presentation IS important. In text, tone is conveyed through word and punctuation choice. And people don't respond well to just being told what to do. It only takes a moment to ask someone if they want assistance. And it takes nothing to remain positive and encouraging even if people are messing up.
Maybe if we had a legit pvp mode this would be something to consider, but for df content this really isn't necessary. A waste of time actually. Why would I need to be matched with equally skilled players to clear content that can be face rolled? I wouldn't, the content is easy enough to be cleared with varying skill levels. Why would I want to wait an extra 10-15 minutes to clear something at best 5 minutes sooner?
And what would skill be based on? Dps done? Deaths? What about healers; will healing done factor in? If so how would it, and would it be accurate? What if I mess up a mechanic and it kills others, does that lower their skill or mine?

Sure. That way all the whiners and moaners who complain about the bads and randoms ruining their use of the random party finder could do their runs without having anyone else ruin their experience.
Wait? What? They already have the tools to be able to do just that?
And the percentage of actually terrible players trying to leech off of others is actually nearly non-existent anyway? Yeah, don't bother trying to tell them that, they saw a thread about it happening on reddit once which proves that everyone else is terrible.
