Since you are new to the game and only just reach level 45, then the only content available to you for the moogle tome is PVP (which is unlocked at level 30).
You can immediately do it now (to get 9 tomes you just need to do Frontline or Rival Wings PVP 2 times, 1 time if your GC wins) or wait until you reach level 50 (in which you can do the MSQ dungeons, 1 time is enough to get the 9 tomes you want).

Yep, 50 isn't far, and at 45 you should be able to get that working on MSQ as you can maybe bump it with any other dungeons you unlock. I agree with what others say above on the rewards to grab first.

Then spam the Castrum dungeon over and over, manually queue it and just follow along the first few times behind the other 7 players killing stuff until you feel confident. For the last boss canon fight, just stand to the side and attack adds until you can get a friend explain how to use the canons.

Castrum is a great tome:time ratio at about 14-18 minutes for a smooth run, and although the cutscenes interrupt, they don't last for seeming 5 hours of the other 50 dungeon (ok, maybe more like 45 minutes). For this event I personally feel much happier seeing a Castrum appear over a Prae, general reaction seems the same.

Thanks to the helpful advice proffered previously, I've been able to hit a point where I'm already able to start accruing the tomestones of pageantry, and have already accrued 2 of the items I wanted and started collecting more for the additional recommendations folks have made.

To note, the Taoist Moogle is AMAZING. Especially as I just recently discovered that if other players have their own moogles out, theirs and mine will actually dance together in the air! Replete with rainbow music notes! SO ADORABLE!!!

Plus I've gotten 1 of the 3 Kamuy mounts... And my goodness, it's absolutely gorgeous. I'm a huge fan of Japanese mythology in general, so getting such a beautiful mount that's actually a solid representation of the wolf form of Amaterasu is divine! (pun intended, lol)

I'm going to keep plugging away at doing Castrum runs while also continuing the story and my leveling; I don't know if I'll be able to get to the end of Bloodsworn and the Ivalice storyline, but I'm a HUGE fan so I'm going to give it some gusto and hope!
