Pretty sure it was done for balancing purposes because of our new ultra super mega abilities.
All i know is it will be harder than it was (in 1.21) to HQ so maybe HQ isnt the new NQ and NQ isnt the new useless shit (like it was last patch).
After just a few test, I and getting some pretty huge quality numbers, just got 500 off a synth that I could barely get 300 before.
Do not like.

I started using
Byregot's Blessing (+100% Quality 3 steps)
High Return (Great Success 1 step)
Culmination (Great Success 1 step)
Master's Mend (+30 Great amount of Durability back)
Piece by Piece (+30% Progress -0 Durability)
This gave me 3 careful at 80-100 Quality, 2 Careful at 130-150 Quality and the ability to do 6-7 more Careful at 45-60 Quality capping HQ.
Well, there's no point in being able to set 10 abilities now. I want to know which 5 will show up, so I will only be setting 5. I don't want to set 10 abilities but then only use 5 random..

This would be so much better if instead of giving us random 5, we were given access to all 10 but could only use 5 per synth (after using 5, the other 5 go away). A lot of abilities that are great but highly situational depending on how well the synth is going.
Instead, with the way things are now, there's little choice during the actual synth, because you already chose which abilities you would use before you started, and most of them are fairly set in stone on how you will end up using them.
This is just unfortunate because there's going to be no change from level 25 onward.

As others have mentioned in the thread, the reason for this limitation has to do with striking a balance based on the adjusted effects of the abilities.
