I know, and I'm not talking about myself, I'm talking about all the players out there that doesn't have it as first priority to earn GIL.

Do you know why SE tolerates the bot's that most of us hate? Because they keep the prices low. SE got so much criticism for the high prices they started accepting botters, since those of us that craft, gather, and trade will try to get as much as possible for what we have to sell. They made crafting ridiculously easy, but that wasn't enough, so then they started accepting botters (ie, you don't get banned if you have bots, at least not until you get too greedy), then they started letting retainers get craftable items as drops, because not even the botters was enough to get the prices down. At least that's the only logical conclusion I can draw from SE alienating a large percentage of their player base. It's all about prices, so I figure, someone has to be seriously poor out there because, as you say, 25k isn't much to talk about.

Who are these people you're speaking in favour of? The only one who says 25k is too expensive is you! I make zero effort to make gil under normal circumstances, and also have very little as a result, and can easily afford an item like a retainer fantasia for 25k gil.
My first priority is to hang out with my partner, have fun doing duties, and make glamours. So I guess I'm the person you're speaking on behalf of. And I do not struggle to make purchases like that. Go be a knight in shining armour for some other cause, I'm begging you.
One of my alts had 750k gil by the time she hit 50 and over 2 million by the time she had completed 3.3 MSQ without any DoH/DoL classes unlocked (I wanted to see what Firmament was like for someone without crafting/gathering). It wasn't hard to do despite occasionally using some of the gil to fill in gear gaps. I sold off everything she got that she wasn't equipping and kept her retainers going on ventures (she did have a bit of luck with getting Taffeta cloth during a high demand period).
As long as someone is actively playing the game and not standing around AFK, they should not be having issues making gil. Spending it intelligently is likely to be the bigger problem.
Considering the only big ticket item in this game (outside of the new gilded mounts) is a house and most worlds don't have any houses available for players to buy, low prices aren't a big deal. Even low value items add up fast when you don't spend the gil. I've got another character selling certain DoH quest items for 4-5 gil each. She makes about a million gil a week just from those items (and more from other items picks up through quick ventures). Boom, she's got enough gil to buy a small house within a month (not that she can since I already have a house on my main). So the gil pretty much just sits there since there's very little I want to buy for her that she can't easily get for herself.
On another note, is it possible to get retainer's consent to take RF?
Or do we threaten them about contract?
When we start hiring, we "look" for a retainer with matching features we described.
Now you're a changed person and you want to change your retainers too :(
