I did reenter multiple times, even waited an hour tried again and there was then only 2 people in it. The same 2 people I saw a few times mind you.

See thats exactly me, leveling wise I hit all my combats at 80 like in 5.1 so... by the time front came it was way too late to be used for that. And because its low populated castrum raid is now useless as well and only future way to try and get in will be discord groups scheduling them weeks in advance
Not sure what time you tried but I’ve been going in lately and on my server it’s generally full enough - we usually get full groups for CE and fates die quickly and cluster farms are up. There’s talk in about etc. But I have noticed some things.
1) for some reason the instance seems to die, no one new can join in and I ended up literally on my own. But when I went out and came back in full group again.
2) it does seem to die around midnight, but it’s Christmas time and this isn’t really 3am farming stuff.
3) I got my 20/20/20 just fine in bozja and they should have stuck to this to help keep the instance alive. Because people will always do the fastest most simplest route in this case HW fates.
4) vets won’t help queue for castrum and we always fall a few people short of what we need. I guess there’s little incentive for them and they can lose xp, although it’s a bit frustrating when they lecture us on how we only need 16 people when most of them were probably carried through it with a big group in launch. At minimum they shouldn’t lose xp for helping us, when they’re probably in bozja farming xp. Also again the bozja coins are available to those who completed castrum once through other methods, which much like the 20/20/20 is unnecessary and doesn’t encourage them to run castrum.
I don’t think Bozja is dead, lots of people still doing the fates and levelling in there. But I question putting another 48 man instance when the first one already died in a few months.
From what we've heard so far, they are going to have a "story mode" 24 man raid for the next, and a Savage version for those daring enough. Savage will also have its own unique rewards to incentivize players to keep doing it. It seems like they got the message. We just need to see what they actually do with it.
The biggest mistake, imo, with Bozja is that its just rebranded fates. There is nothing new, nothing really interesting going on and drop rates that are much more punishing compared to doing the exact same thing in other zones. So of course its going to have absolutely zero longevity. It really sounded like it would be more of a complex system when they introduced it, where what we did actually mattered. I was under the impression it would be more like ffxi campaign where the mobs would rush an area, and you had to either defend that area or take it back if it were taken. But with some bonus things like making some changes to the zone, more enemies in certain areas, nm spawns or blockades, stuff like that.
But its just the same plain old fates that we have been doing since arr launch day.....again.
They really need to come up with something a bit more interesting because even when they give us "all new content" its not new, its just the same thing we have been doing for the past 7 years, but with a slight difference. In Bozja and Eureka's case, their own zones. Yippy. SE seriously needs to start doing better. We know they can, they have proven that in other games. But whoever is stifling the creativity of the devs needs to move on to other projects and leave xiv alone.
They are mostly "just Fates", that much is true. But in my opinion, Critical Engagements are Fates as they should have been from the beginning. Dynamic, challenging boss battles that require more than half a brain cell. Even some of the regular Fate bosses actually have mechanics.
