Oh we definitely need new dyes, and that reminds me of the Minfilia's Modish attire off the mogstation again. That set is actually pink and doesn't really match the white dyes. I like the outfit, but that just ruins it.

I think in regards to the issue with the server load , they could start simple . add maybe a few outfits that are glamour only that gives the feature of multiple dyes . I guess it could be a start to maybe "test the waters?"
i think its more like something something engine problem
i mean think about it, they still cant fix the hair clipping problem after all this years, making a separate layer to dye is probably impossible for them
I agree GW2 and BDO have this system I don't think it'd be a bad idea at all it makes stuff more visually interesting and choosing what we dye, like the Dancer Miseria gear. You can dye the fabric but not the pink designs on it or the little feathery things.
Even if the OP meant clothes layering (eg. v-neck sweater over tshirt as separate player selectable pieces) if they're using "server load" as an excuse they need better engineers or actually give a straight answer like "our engineering resources are required on other priorities".
Proper dye slots would involve a small amount engine work but would need a huge amount of labor from the art department to mark the areas to apply each additional dye. Further they'd need to make sure the textures don't cause the dyes to wash out or oversaturate.
They could potentially use some image processing tools to automate some of that but it would definitely need to be reviewed.
