Eulmore should have been Shadowbringers' capital

Then why does it have a flag? pretty much every main city before hand had its won flag while endgame hubs didn't. Plus Eulmore has its own system of government, an associated territory (Kholusa, granted that would also apply to Revenant's Toll and Idyllshire), a second and third area and other things that would normally be expected of a City then an endgame hub.

As others said, usually the starting city and endgame hub are discrete.

On a functional level, in terms of expansions, Crystarium loses points for not having a Crystal Bell, a feature you normally expect in a main city. Lorewise it makes sense, but that alone diminishes the value of its inn.

Kugane inversely seems to the most practical of the expansion start cities, with an aetheryte in a reasonable position and no loading screens between features. That said with today's machines, by the time you'd hoof it over the the markets you could have probably just taken the aetheryte to reach the Jeweled Crozier in Ishgard. They are both OK.

I hope they do add one eventually, but only if it comes with a new cutscene in which Feo Ul is your aesthetician.

I had to check this in-game, but the reason it has a flag is because it's part of its own sovereign nation. The City-States use the GC flags for every area in La Noscea, The Black Shroud, and Thanalan. The Ishgard flag is used for all the areas of Coerthas, which Ishgard controls. Once you get to free areas like Dravania or the SoC, there's an aetheryte symbol because they're not under the control of a sovereign nation. It just so happens that Mor Dhona and Idyllshire are both outside of the control of either the GCs or Ishgard, and don't QUITE have a system of government there, the closest being the goblins who... just showed up. Eulmore, meanwhile, WAS a kingdom that sort of... stopped giving a crap about its territory.

Meanwhile, Rhalrg's Reach DOES have a flag, the Ala Mhigan flag, because the whole of Gyr Abania IS techincally Ala Mhigan territory. What I AM puzzled is that the Doman Enclave DOESN'T have the Doman flag, considering it's pretty much New Doma.

And looking at my teleport list for The First, BOTH the Crystarium and Eulmore have flags, because they're both nations with a particular form of government and some sort of control over its area. But Lakeland and Kholusia DON'T have either the Eulmoran or Crystarian flags, Kholusia because Eulmore pretty much gave up the rest of the island out of disinterest (note: the dwarves aren't Eulmorians, even though they live in Kholusia, and the people of Stilltide and Wright aren't Eulmorans, either. It's kind of a plot point that Eulmore is just a city, not, essentially, kingdoms with land like the others), but Lakeland IS actually odd because the Crystarium has THREE outposts there, although the tiny hamlet in Lakeland may not consider itself part of The Crystarium.

TL;DR: Eulmore has a flag because it's a city-state WITH a flag and the presence or absence of a one does not make an endgame hub (read: Rhalgr's)

I hate Eulmore, can’t ride mounts like Idylshire can’t spawn fates like Moh Dohna. Even the music kinda crap unlike by a massive long shot Crystarium

What does a flag have to do with anything? Ala Mhigo has a flag. Doma has a flag. These are still not used as main hub cities.

Personally I can't stand Eulmore, but that's mostly the aesthetics. I'm not big on the "ludicrously opulent" look. Also the music is annoying.
