They have said they intend to do this, but it is by far not an easy undertaking.
Sometime in 6.* I imagine would be the absolute earliest.
I think the World Visit system is their first step towards achieving this. The framework is there, it's just figuring out how to implement the system.
For cross-datacentre within the same region (so, Aether, Crystal, and Primal for example, as well as a separate cluster for Chaos and Light), should be possible. However, I don't think say Primal people will ever be able to visit worlds on say Light.
Cross data-center instances are the next thing big they're working on.
Region world visit is going to be the iffy step after that.
So in 5.3 cross world party members will be able to use world visit, so the team really is doing this in baby steps.

Cross Region Data Center stuff, i am doubtful. would be expensive to maintain due to having to connect to two different data centers rather just just a short hop between the servers in the same building.
