Add AFK logout timer to Limsa

if we boot people then people will start to complain that the world feels empty. can't win. lose-lose

World already feels empty, who cares about an afk town?

Better just move market board to the second floor.

Maybe just use a different city. Most if not all of them have an aetherite shard and retainer bell literally right on top of them and I really don't see what the big deal is.
