You not being able to clear is not a GM issue, plenty of people clear with pugs regularly, if you are taking a whole week to clear on pugs either you are the problem or you are very unlucky. Either way GMs wont help you, suck it up and find better groups, get a static or move on

Did you tag your PF as "duty complete"? If so, that's bad form, you are expected to have actually cleared the fight if you are going to put that tag on. Duty Completion is the tag you want to put for getting your clear.
Also yeah, there really is nothing the GMs can do here, the problem is you are either having bad luck or the problem is with you. The former you just gotta stick with it and the latter, you need to take a look at yourself and see what you can fix.
