what excuse will they use for there being no female hrothgar in the bozja citadel?

I think I read somewhere that the Hrothgar situation is similar to the Krogan in Mass Effect is that the female are so rare that they won't take any chances of them getting killed.

If they're smart they can do something like what they did with Yugiri back in ARR. They only had her tail rigged but the rest of her was covered to hide features that weren't yet finalized. They can pretty easily just shove a female Hrothgar into armor, put one of the helmets that currently work for Hrothgar over their head, and BOOM. Put it off till later.

I doubt we'll see any immediately. If we do encounter them in some way then the development team will likely do what they did with the female Ondo in The Tempest where you speak to her through a barrier without actually seeing her on screen. Then there's the male viera in Rak'tika that you don't see directly but learn that he shot an arrow at a beast from somewhere out of sight.

I also doubt that they'd show one of the missing genders but not the other, since it'd reignite the controversy surrounding both.

You're only setting yourself up for failure if you're expecting ANYTHING other then the norm.. which is male bara cats. :/ Why do this to yourself? Do you like being mad? D: Even if they do make female ones they won't be playable for awhile.
