Random invites without communication are a no-go for me and get ignored.
Shouts have been around for years in many MMOs and I'm okay with FCs doing that, they simply rarely tickle my fancy.
I generally prefer being approached via /tell and in a way that makes it clear that the other person isn't copy-pasting this to 200 others at the same time and invites whoever agrees without question to get as many members as possible. Have a little conversation with me, tell me about your FC, why you even approached me if there was a specific reason (like "I saw you're already 80 and we have a lot of people doing casual and endgame max level stuff" or "I've seen you hanging around a lot and we're looking for active players"), let me ask some questions, let me tell you what I'm looking for and see if it fits or not. Be honest if you don't think I'm for you.
I also like FCs who set up a PF without duty selection (duty categories are for duty parties, not FC recruitment - deal with being listed at the bottom), so you can join and have a chat.
But if I'm actively looking for a FC I generally take the initiative and browse PF, forums, look at shouts, randomly check company profiles from players whose FC tag I see around often enough to know they're active, set up a PF myself or shout.
