So it's Mentor Roulette, but involuntary?
It's a 'no' from me.
Maybe, maybe it'd be okay if somebody opts in for this feature with the option to opt out.
But Imagine the fun if I just got pulled in just after I leave to AFK,tank sees they got a healer, pulls, wipes, gets angry that there's no healer there.
And if I am doing something else, I'm just gonna take the 30 min penalty for leaving so I can continue with what I was doing. And then probably not be too pleased I got pulled at random, and I can't imagine the group I was forced to joined would be happy either.

A marvelous proposal, to strengthen community cohesion! I think if people don't say "Hello" at the start and "thanks" at the end of the instance, and don't leave a commendation, they should also be stripped of any rewards for the week. Hmm... maybe you could work this into some kind of rating system that regulates access to rewards and even content!
The idea of being asked to fill a queue for extra incentive sounds interesting, but it would have to be implemented better. Like toggling it on like "yes I would like to receive these notifications". As someone who at least meets the mentor requirements and likes to help players sometimes, I wouldn't mind being asked to backfill a duty that's missing someone.
Though on the other hand it just sounds like less mysterious duty roulette. People already queue for those, knowing they'd get a random duty, and then instantly leave as soon as they see they're in Dun Scaith. So if they saw that duty pop up they'd be like "lmao no I'm too much of a coward" and cancel it.
Oh, and locking people out of stuff is pretty dumb. People already cancel stuff, like I said, because they don't want to do it even though they queued knowing they could get it.
Having a notification that you could elect into and choose to accept or deny would be pretty nice. Being forced to go into it? Not so much.

I mean.... to up the troll factor of this post, make it so that to even log into the game you have to complete a randomly selected duty... and if you get dropped into a synced ex roulette and dont win, oh well, have to retry until you win and then you can login and play nornally.
