Considering how terrible some of the manual players I've heard can be, I say let 'em bot it.
I don't see the problem if it doesn't affect your time in game/gameplay experience, and there's nothing in the ToS stating they can't, of the few things in the ToS about third party programs its directed at Bots that gather and farm gold and cheat in dungeons. So just sit back and enjoy and make a request for a song like the rest of us.
Agreed.
I play flute and very little piano irl so I know the keys right off the bat...
but using KB/M is so annoying than to go at it irl. It's probably worse for controllers.
I'd just suggest people to learn a real instrument than mess seriously into this lol.
It's really fun!
That said to original post.

I see no problem here. Plus, you can't really know if someone is using a bot. If someone did learn everything, they could be playing perfectly one specific song and you wouldn't know.
I mean, it dosen't harm anyone if they do. I don't see why it's such an issue.
That's because the layout for Bard performance is really bad so I can't say I blame them for not using third party software. As long as they're hitting the right notes, your average person won't know or care.
Off topic: The saxophone midi sounds like crap but then again, horn midi in general sounds like crap.
This is a video game. If someone can make good music from their avatar who cares how they do it.
I'd love to see more street performers regardless how they do things.
From what I've heard, it's still botting software, so if they admit in-game to doing it you can report them for it. Just saying.
