Ragnarok is the best NA server period and it's still open apply for it ASAP!
Blamung (a.k.a. Besaid and Fabul) has a high NA population as well. We also have cookies, and the Miqo'te here also get balls of yarn to play with :D
No server is the best NA server. They all have cool and terrible NA players. Pick any server you want, except maybe ragnarok as it's the official "EU time" server.
