Stone Sky Sea can have it's uses but in a real fight, inside a dungeon, you will not see how are you performing unless you use an external source.
I understand SE position on this matter, they do not want problems, just look at WoW toxicity with all those addons to keep track of aboslutely everything.
My advice, use ACT and never tell anyone you're using it. We have a kind of tacit pact with SE, they know most people use DPS metters but as long as you don't harass people you won't have any problem. -

It could be because of the community toxicity, but I also think that implementing an in-game damage meter that can be turned on and off could be really challenging to do in FFXIV. I'm no programmer, but gathering from some of the answers from the latest Live Letter, it sounds like data transfering and data storage is something that is constantly causing issues when programming something, thanks to vanilla ffxiv's spaghetti code that is this game's foundation.
