I think it will be fine. Anecdotally, clearing somewhere between 70-80 runs of Titania/Innocence Ex, I've noticed the gap between tanks/heals damage is minimal on average but the gap between tanks/heals and DPS is massive. That's where I think it should be. in 4.x, a really good tank would often beat the lowest DPS and fight for 3rd or 4th place...but I dont see that happening any more in a smooth run.
I would say Omega was fair in it is difficulty. I was able to clear deltascape through pugs before 4.1 and even cleared O12S and farm it for a weapon and mount one day before ShB. I think the main problem is that people don't know how to pay attention to both the mechanics and rotation. I also feel like people who sell clears are starting to have a detrimental effect on pf groups. No offense but there are people who really shouldn't be doing the content they are doing but because of their lack of mastery with a class. This game has also seriously dumb'd down some job roles, specifically the tanks and healers. Players also need to stop thinking that item lvl = skill lvl because it is not.
I don't think it's so much the DPS requirement as the complete inability of some ppl to learn mechanics....which does affect DPS in the end, mind you.
I tried clearing Sigmascape with randoms and Guardian was the final obstacle where it prevented me from doing so. Ppl just were not able to overcome the mechanics and there was no progress made even with several tries. I mean even I pick up things like don't stand in AOEs or a sequence of mechanics that always happen the exact same way. But that seems to be a bigger problem for some than just hitting a target and put out plain DPS.
Some people try to run high-end content when they barely know their rotation or just click whatever button they want at any given time. Sure, suboptimal DPS (or bad DPS) will wipe the party, but that's what happens when anyone in the party doesn't pull their weight. If the rest of the DPS can't carry them then you will wipe and either the DPS who is not carrying their own weight needs to pick it up or your team needs to decide if they are worth carrying.
The same goes for Healers. If one is lacking/being lazy the other has twice as much work to do and it's on the group to decide if this is okay. Tanks? It depends on if you need to tank swap. If you don't? They are a glorified DPS doing nothing. If you do? Rip your team, hopefully, your Healers can salvage it if you are willing to carry the "bad" tank.
Ultimates are ultimates. You either 'git gud' and perform the checks or dont. They should not be dumbing down those fights. If a large swath of the player base cant do it, thats fine. It is perfectly ok that some content in the game is extremely difficult and can only be completed by players who got the skill and dedication to complete it.
This being said, for Savage, theyll be fine. DPS checks on Omega were fine enough as it were. If you had decent gear and were up to snuff on mechanics and your class, the DPS check wouldnt kill you. I would personally rather they have a decent difficult bar that forces players to improve beyond MSQ standards than they lower the bar so that a DPS in 440 gear has to pull decent dps or fail the checks.
