It's a bit more complicated than that, especially in the case of S Rank Hunts. The people killing them, especially in ARR and HW zones, aren't necessarily the ones who spawned it.

I don't hunt a lot, but I can tell you even if they add this there will still be people claiming that early pulls happened. I've been in quite a few hunts where people did in fact wait 5+ minutes and that still happened, and that was even when hunts didn't just die immediately.
I'd just call ARR call outs a lost cause if you aren't in the zone and given we still have multiple instances for SHB try and get as many of those in as you can.
I've just given up on ARR hunt callouts, 9/10 when someone calls out one in a linkshell even if I immediately drop what I"m doing, port to that zone and go straight to the location it's dead when I arrive. Or at best i arrive just in time to see it die.
Hunt immunity is not a bad idea. It would be most beneficial to PS4 players and low connection/rural players who simply have longer load times then others.
But they would need to fix the issue of the Hunt becoming invisible first, before they tried to apply it (As more people would now be in the location, thus making it more of an issue.)
If it's ShB hunt monsters then I agree that if you snooze you lose.
But ARR and HW hunts are dead.
You could solo ARR a ranks back in SB and the same is probably true for HW a ranks now too, and if you can't solo ARR s ranks yet then come back a few raid updates later and check again.
They may be free for all, but I'm damn sure they never intended for them to be solo'd.
Except we're now waiting for the entire datacentre these days, not just the entire server like we used to.
I did a SB S rank the other day, and it was the most fun hunt I've actually done because only like 10-15 of us showed up (early hours), and I could actually see what was going on, unlike the usual laggy zergfests where mechanics and deaths don't matter because you just corpse run till it's dead.
