Yes, there are. According to https://eu.finalfantasyxiv.com/lodestone/worldstatus/ Exodus, Lamia, and Famfrit in the Primal datacenter are not Congested. They may still be locked for character creation during busy hours though, but that is not the same as being Congested. The Aether datacenter does seem to consists solely of Congested worlds right now though, as does Mana over in Japan.
