As said, using HQ mats lowers your max XP from the particular craft. However, in Shadowbringers content you can actually buy HQ skins from the Bi-color Gem vendors in each zone once you have done 6 fates in it and unlocked the vendor. It takes 4 gems for one, and a gold fate gives 12, so good luck farming them though...
