Okay, so..! After running the Dx9 version of the game for a while (Why on earth the game can't handle the full inventory being visible in Dx9 is beyond me) I am hopeful in saying that that seems crash free so far.
I'm not sure why Dx9 performs significantly worse (constant stuttering, fps drops and freezes) on an RTX2070, but I'll just chalk that up to new GPUs not being particularly backwards compatible with ancient junk render engines.
So I think it's related to the Dx11 renderer in specific. Hopefully someone can figure out what causes it, or the Shadowbringers patch fixes it. But god is it frustrating .

Amadeokristoff, if this only started happening after you upgraded your PC, then this may be where the issue stems from. If you reinstalled Windows when you did this, make sure you install any 'Optional' or 'Recommended' updates that may not be installed automatically.
Where there any other changes to the PC at this time (any other programs installed or updated)?
Have you tried to reinstall the game after experiencing this issue? If you did, did you remove the locally-saved data folder (located My Documents > My Games > Final Fantasy XIV)?

All windows updates have been installed.
Parts were replaced (after thinking parts were faulty)
No other programs installed, only steam, origin, uPlay, and the games I play through them.
The game has been reinstalled 7 times as of now (after wiping all traces of it including the save data folder)
I have also made a post about this problem, it clearly has something to do with FFXIV and not our hardware. I can run any game just fine on my RTX 2060
This issue still exists, and is possibly even worse now, as it crashes significantly more often.
Completely unrelated to the refresh rate topic. Running at 60hz as it is, and always have.
