Tbh I don’t think male Viera will ever happen. Square Enix just kind of does what they want.

I think that its quite likely they want to do this since it will add a lot of options to the player (male viera would be popular and female hrotgar will be the first beastial female race) and the vibe I at least got from the letter was: We'd like to do it so if we find a way to do it we'll do it without hurting the game
