It did start at 9.There are two maintenance happening. The one for just the NA servers started at 6am for the server split then to kill two birds with one stone they overlapped the server split maintenance just for NA with the world visit patch 4.57 maintenance for ALL servers. The player base was made aware of this 24hrs of downtime well in advance.

no it didn't it started on Sunday at 5pm local time (CST) and didn't complete until 3am Tuesday (CST)

though this is all mute now that the servers are back online just would have preferred if they informed us more accurately but oh well.
