I tried to replicate this issue by enabling Gsync and limiting the frame rate. The frame limiter worked as it should, however, due to the variances between the hardware and software on the respective PCs, it makes it difficult to find the exact reason for this.
Just to summarize the issue you are having: You want to limit the FPS as to not use 100% GPU usage to prevent stuttering while using OBS. However, you mentioned you don't use OBS all the time. To clarify, does this mean that you would normally play the game uncapped without it? Playing the game, uncapped with Gsync, yields no issues aside from the high GPU usage, correct?
As for capping the frame rate, I'd like you to try going into the Nvidia Control Panel, then to 'Manage 3D Settings', 'Program Settings' and selecting Final Fantasy XIV and in the Vsync options, selecting 'Adaptive (half refresh rate)'. This should cap the frame rate at half of the refresh rate (either 60 or 72 based on what the max hertz is). What kind of result does this yield?
