I think a big part of the problem is all of our progression needs can be taken care of with running dungeons. EXP, gil, tomes, gear, and GC seals can all be obtained by spamming dungeons. Because most players will choose the path of least resistance, they can't place equivalent rewards in the outer world and still expect players to run dungeons. However, they don't have to place ALL of them there.
An example of where this is ok is for the main story roulette because of the forced cut scenes. By taking away gil completely from instanced duties, placing those rewards in FATEs, and giving respectable EXP, players will participate in outer world activities. Players will run the NM FATES of ARR and HW if they are worth doing, and right now they are not. I'm not saying to take away EXP from dungeons, only that outer world activity offers around 65-70% of what players can get there.
NM FATES in particular can award all of the things you suggested, and also allied/centurios and players will do them because they are rare enough to not be spammed. If it did get crazy, they could place some restrictions on them, and similar to hunts, force players to group in order to receive maximum benefit.
Simply put, there are much better ways to get things done while keeping current content relevant.
