I haven't read the entirety of the idea, but from the initial bit I did read, it's not bad. Now, the main issue I saw is the damage seperation. You listed it as 70/30 in the summons favor, but it's more like 85/15 in the summoners favor; that's because right now the summon is mostly just a glorified DoT.
The main thing I would suggest is to diagraph your idea so that it's easier to digest and visualize. Explaination are fine, but visuals are best. The other thing I could suggest it to decide how to impliment the summons. I may have missed it, but the only "change" I see for summons is skill swapping for "our" skills. But if the skills are all different, then an "optimal" setup will be found and people will be shunned for not playing Summoner that way. That was one of the issues with Summoner in the past, Garuda was "always" the go to summon. Now Garuda or Ifrit are basically interchangeable; Titan is still all by his lonesome. What you'd want is for either a rotation that "forces/rewards" you for swapping summons, similar to Bahanut now, kinda. Or you want the summons to basically be pallet swaps, with minor differences, that way people arent turned away for using a preferred summon.
The other thing I'll add is to increase to summon count. I'm sure most people will agree we at least want the 6 main Primals as summons. And for pallet swaps, use like Alexander or some newer Primals in place of Bahamut; similar to the egi-glamour system we currently have.
