Health competition involves, you know, playing content together. I compete with my static mates for pretty parses but I'm also playing with them. You can't do that in Eureka if you're too high above your friends. Both you and them will get next to nothing in terms of EXP, thus the game—a MMO, which is designed for socialization—actively encourages people not to socialize even with their own friend circles unless you all do the content at the same time. If something comes up or one person has more time to play than another, you're either forced to wait or leave them behind so now they can't party with you anymore.
This whole "follower/leader" drivel is simply that: drivel to defense poorly designed content. When FATEs have a level sync system, Eureka has no excuse except the devs have terrible foresight.
