I already had effects set to limited (just logged in to check) and can say with full confidence that it doesn't alter the effects of that attack at all. Someone linked a video in the reddit thread showing the effect in question and it was identical to what I saw.
Really hoping that SE alters/tones down the effect.

My apologies, I have to correct myself. I tried again with all effects turned off, and the setting does actually affect the attack. I assumed the "Others" Effects setting would affect this attack, but it's actually the Own/Party setting depending on who operates the machine for the mechanics because the screen flashing is actually "created" by a player or yourself, hence why the settings can limit and remove the effect.
Limited and Off does actually affect the screen flashing and reduces it to one bright flash at the end of that mechanic, which is certainly better than the rapid flashing on the screen -followed- by the aforementioned bright flash at the end.
1. They deffo won't fix it if people won't ask for it. If people ask, there's hope.
2. This thread first and foremost raises awareness. People can take whatever precautions are available - like limiting effects - and hopefully the number of people affected by this will at least be reduced. And while not running content is sad, this also gives people the chance to make that decision - do they want to take the risk knowing what's in there, or shy away from the content because seizures aren't worth it?
Sadly limiting effects only applies to placer-characters, not to anything an enemy uses.
I havent done Alphascape yet, so I obviously dont know what that flashy light source in there is, but I surely whish they would add in options to really limit or turn off effects. The Holy-animation always triggers headaches for me and while I can turn it off for me and other players, there are enemies in the game (the WHMs in Amdapor) who are using it.
I know that its my choice, but it would be really nice if my choice could be to play the game in a way that doesnt trigger hour long headaches because of one animation. The game looks very bland without effects, yes... but I'd love to choose to play it that way if it allowed me to play painlessly.
They're putting in options for players with colourblindless or hearing problems... why cant they add a mode that makes it easier for people with photosensitivty? We know what sort of effects cause headaches for most people and even if the mode they add wont be perfect for everyone, it would be something.

I'm not so sure; they're a fairly risk-averse company.
Also, I'd point out that rapid sequences of flashing lights is generally a bad idea all-around. There are certain exceptions - particularly horror games in which strobe effects can make it difficult to determine the location of creepy things - but in general, it's not a good idea. This shouldn't have made it past QA, and I hope they'll strip it out in a patch and replace it with something else.
