The thing with Primals is that they aren't summoned by religions so much as they are summoned by strong faith in an idea. Most religions revolve around those. So do ultra-patriotic nations, such faith is the kind that summoned Shinryu.
Garlemald has as much faith in its ideals as the beast tribes have in their gods. It's just that Garlemald has very little access to aether unlike Eorzea has. I could see that changing...
I don't do raid content so I don't know if he's already in the game, but Chaos from FFI would be an interesting editon.
Shinryu is unique among primals in that he was powered by vengeance, not faith. It's how he was able to exist independent of worshipers... somehow. I guess all Ala Mhigans' desire for vengeance worked, even if they didn't approve (or weren't aware) of Shinryu's existence? /shrug
Anyway... yes, Garlemald has a lot of faith in its ideals, which I find hilarious given its disdain for faith in favor of science. The issue they had wasn't lack of access to aether, but a genetic defect that rendered them incapable of manipulating it. As such they never developed magic, which is said to be a product of religion, and with no deities to worship or the ability to manipulate aether the Garleans would naturally be unable to summon primals. (Presumably everyone else in Ilsabard still can, though...)
With the development of Resonance, it's... possible that could change. Theoretically.
I'm clinging to some hope that we might see a primal version of Azim and/or Nhaama some time in the future.
The whole war-filled culture of the steppe seems like it would lend itself to primal summonings, what with the more dominant tribes often bullying the smaller ones if not trying to exterminate them outright.
It still semi irks me that the made Tsukuyomi female, T.T I just hope if/when they add Amatarasu, that she remains a she.
I for one wanna see more female Primals, and not humanoid ones we have; Garuda and Lakshmi are beastly but still resemble human woman. I want Primals like Anima, Eden, Valefor, and the one I wanna see most, Madeen, XD. Madeen would be perfect, she's a lion-like beast and the Moombas are a race of lion people. It a match made in heaven.
Well, you could also factor in the fact that Shinryu's summoning also used Nidhogg's eyes as a font. It's possible they were a key component for how Shinryu maintained his existence. We also know sacrifices have been used to summon other primals, though no others I can think of involved there being no followers left to temper afterwards so that may be irrelevant here. Still, food for thought I suppose.
In any case, I wouldn't mind more original encounters, but also I'd like to see some familiar ones as well that have yet to appear. I'm still on board for the Magus Sisters showing up somewhere for a trial, for one. Quetzalcoatl would actually be cool to see too, I think.
